Colorado’s HEAR program (Home Electrification and Appliance Rebates) helps income-qualified households reduce the upfront cost of upgrading to efficient, electric home systems — especially heat pumps and electrical improvements.
For eligible households, rebates are applied as an instant discount at the point of sale through participating contractors, helping make major upgrades more affordable from day one.
What Is the HEAR Program?
HEAR is part of Colorado’s broader Home Energy Rebate initiative, funded through the Inflation Reduction Act and administered by the Colorado Energy Office.
Qualified households can receive up to $14,000 in total rebates across approved upgrades.
These improvements can help make your home:
- More comfortable year-round with high-efficiency heating and cooling
- Healthier through improved ventilation and reduced indoor pollutants
- More affordable to operate with lower energy consumption
Who Qualifies for HEAR Rebates?
Eligibility is based on your household income compared to your county’s Area Median Income (AMI):
- Below 80% of AMI:
Rebates may cover up to 100% of eligible project costs
- Between 80% and 150% of AMI:
Rebates may cover up to 50% of eligible project costs
Homeowners — and in some cases renters with landlord approval — must complete income verification through the state as part of the process.
What Upgrades Are Covered?
The HEAR program offers rebates for several electrification and efficiency upgrades, including:
- Heat Pump (heating & cooling): up to $8,000
- Heat Pump Water Heater: up to $1,750
- Electric Stove / Cooktop / Range: up to $840
- Insulation, Air Sealing & Ventilation: up to $1,600
- Electrical Panel Upgrade: up to $4,000
- Electrical Wiring: up to $2,500
Maximum combined rebate total: up to $14,000
Final rebate amounts depend on income qualification, equipment eligibility, and current program guidelines at the time of application.
Can HEAR Be Combined With Other Incentives?
In many cases, yes.
Homeowners may be able to combine HEAR rebates (when permitted) with:
- State tax credits for qualifying heat pump installations
- Local utility rebates, when available
